Saving buttons preset in Standard section

I've set buttons I want to see on standard panel in usual document and Normal.tmvx, but every time I open a document or creating a new file, this row seems to be as by default. This also happens to both PlanMaker and Presentations, while formatting row seems to be as I have set it up previously. Please advice me how to fix this. Windows 10 22H2 19045.2486.
