Move "Hover" Pen Icon?

I understand the need for this icon but is there a way to toggle it off, or at least move it to one of the screen's upper corners?

As it is now--at the bottom right corner--it's often difficult to place the cursor at the end of the document without accidentally clicking the icon and then having to re-navigate.

Tap on it and move it wherever you like while still holding down the finger.
