Extract data formula

Please can someone type out the formula which extracts the data from 2 cells and saves into a third cell as shown in the image.
The data from B and D to be combined into column E

Can anyone help? I am sure its a very simple formula.

Thank you for posting your query, but it's not possible to design such formula in any software like PlanMaker or Excel etc.
