Zotero references not numbering properly

When putting in references using Zotero, it seems to assign numbers based on the position in the text rather than the order of citation (however defined). In the document that I am working on, I added two references in one paragraph that were numbered 1, 2. Later I added another reference earlier in the text, and it was numbered 1 also.

Was it a reference to the third publication or one of the previous two?
