Zoom in to the cursor with Ctrl + Mouse Scroll

When I try to zoom in with Ctrl + Mouse Scroll combination, it always zooms in to the top left corner of the page.
How can I make it, so it would zoom in to the text cursor's location, like Zoom slider does?
Or better yet, how do I zoom in to the mouse cursor's location?
