Save As Reduced Size can't handle large file

I have a 560 page pdf newsletter from a mail merge that is just over 51MB. I need to reduce it before splitting it into sets of 4 pages for printing. FlexiPDF gets about half way through "Detecting bold text" then quits abruptly. No error messages. I normally use Acrobat X on Windows 7 to optimize this file which reduces it to 4,199KB but would prefer to move the job to FlexiPDF on Windows 10.
I tried it on a 1,972KB file and it only reduced it to 1,955KB so maybe the reduction isn't working at all?
