There is no button or preference to remove user-defined colors from the workbook document. See Properties: Colors: Color Palette. I can add or change a user-defined color, but once that color has been added, there is no delete button to remove it from the workbook. Worse still, If I copy a worksheet from another workbook (even one that has had the shading of all cells removed (by selecting all and selecting transparent), colors will still add themselves to the destination workbook after I copy the worksheet over.
This means that my workbooks will be increasingly cluttered with unwanted user colors, making easy selection impossible. Perhaps I can edit a prefs file as a workaround?
This applies to both of my Macs running Planmaker 2021 under Mojave.

Is this the same thing? In that case it seems that Microsoft Office doesn't have an easy solution either.

No, it's different. It's a logical problem: What exactly should happen if I delete a user-defined color that is still in use in the document? Should the text or object using it turn black? Is that what a user expects that some text on page 457 changes appearance? Or should it decide to delete the color, then immediately add it again as a nameless color so as not to change the document formatting? Then the whole deletion would be kind of pointless.

No, it doesn't because Excel doesn't let you name colors. Easy solution
