are the education licenses discontinued for new products as SM Office 2021?

Currently, this offer is not available for SoftMaker Office 2021 but you can enjoy it on SoftMaker Office 2018 for Windows and Linux.

is it possible SoftMaker Office 2018 for teachers Upgrade to SoftMaker Office Standard 2021when paid?

Yes, you can purchase upgrade of SoftMaker Office 2018 for Teachers to SoftMaker Office Standard 2021.
