All applications startup time is more than 10 seconds on laptop with Core i7/16Gb RAM/PCIe SSD.
Task manager shows low CPU usage and "Not responding" status while startup.

Not seeing that here at all with Core i5/8Gb RAM/ SSD. Loads instantly. I would suspect something else running is making trouble. No, only SoftMaker programs.
Even LibreOffice without preload starts much faster.

Run TextMaker with -debug:
TextMaker.exe -debug
This creates the file tmlog.txt in Documents\SoftMaker. Post this file here or send it to forum (at) softmaker.com

TextMaker waits more than 30 seconds for your printer. It seems that specific printer is not available. Either make it available or choose a different default printer.

I set my computer up so that default printer was valid, but textmaker was still slow to start most of the time. Digging around I discovered that the program was trying to use a network printer that was turned off. When I went to printer in the program and set it to be a valid printer, it started loading quickly again. So, check the printer within the program and be sure it is valid and on line.
