Is there a limit in the number of columns and rows which will remain hidden after closing and reopening Planmaker?
In My case I am hiding, Column M to end and rows 36 to end.
but on reopening the worksheet:
only columns 36 to IV are hidden and only Rows 36 to 88 are hidden
Is this a bug or restriction of the free version?

No, there are no such limits to hide columns or rows.
Please make sure when hiding columns you selected all columns from M to end i.e. XFD and when hiding rows you selected all rows from 36 to end i.e. 1048576.
You can select all columns by selecting column M > press SHIFT + CTRL + right arrow and select all rows by selecting row 36 > press SHIFT + CTRL + down arrow.

That is exactly how I am hiding columns and rows and I end up with what i wrote in my question.

I can not send you the worksheet as it has 4 pages of personal data in it, So
I Tried copying the pages to a new worksheet and then hid the worksheet rows and columns closed and reopened it and the rows and columns stayed hidden. But Could the problem be causes by the fact that the problem worksheet was being saved as XLS and the copied was saved as XLSX?
Could you tell me where to find the calculation settings?

Not sure if it's related to XLS and I can't reproduce the issue.
You can find the calculation options under File | Properties | Calculate
