Steps:
1. Open a new document
2. Type abcd
3. Insert a page break
4. On page 2, type efg and hit enter
5. The cursor should now be on page 2, line 2.
6. Object -> New Picture frame and insert a picture
Result:
From my testing, regardless of picture size, the picture frame is inserted onto page 1 and not on page 2, line 2.
Expectation:
For the picture frame to be inserted on page 2, line 2.
Other observations:
1. If I scroll the page so that page 2, line 2 is at the top of the screen, and insert the picture frame, the process works as expected.

This is not a bug. The position of the caret (the writing position) has nothing to do with the position of insertion in object mode. You could have the caret on page 436, go to object mode and still want to insert a picture on page 5.
TextMaker picks the topmost visible page to place the picture frame on. You can then drag it to the position (and page) you really want it on.
If you want to have more control over the process, go to Tools | Options and choose "Never" for "Insert images and drawings immediately". This gives you a placement cursor for placing picture frames.
