Incorrect Diagnosis of Circular References
I hate to keep banging on about this issue, but the attached, trivial, spreadsheet provides a nice indication of just how simple-minded the processes used to identify circular references must be. The ROWS(range) function does not depend in any way on the values contained within the nominated range of cells, but Planmaker still believes that the spreadsheet contains a circular reference.

This is a known issue (handled in ticket 13120). A better diagnosis of circular references is on the wishlist for the future.
