csv import problem

I wanted to try Planmaker as an alternative to Libreoffice calc, but it won't import my csv file properly.
The line is:
Fixed Assets,,
11110 - Shop Fittings - Cost,"4,325.60",
etc...
which LibreOffice and Excel both import as two columns:
11110 - Shop Fittings - Cost
4,325.60

Planmaker ignores ...
