You can cut the row/column and then use the “Insert copied cell”, you can find it in ribbon command Home | Cells group| Insert dropdown | Insert copied cells.

As suggested above, please update your windows and graphics driver with the latest updates and then check this issue. You may also reinstall graphics driver with the latest one.
